Use these to fix the top and bottom rails of each panel to either a post or wall.

Generally you should order 1 of these packs for every panel you order. Because each pack contains 4 brackets.

Why 3 screws and only 2 visible holes for them in the picture?

They are self tappers and it is advisable to screw the extra one from the underside into the panel rail for superior sturdiness.

IMPORTANT NOTE FOR DOUBLE RAIL PANELS: Most panels require only 4 brackets but because the double rail panel has 3 fixing points either side, you require 6 brackets per panel. For example if you have 6 double rail panels, you will require 9 fence bracket packs. Similarly if you have 10 double rail panels you will require 15 fence bracket packs and so on.
